With a few exceptions, the PS3 is fully backwards-compatible, which means it plays all PS1 and PS2 games that respected the technical requirements checklist of their launch system. A PS3 would be a better buy if there are a significant amount of PS3 games you would like to play; otherwise, a PS2 will be a lot cheaper and run both PS1 and PS2 games just fine.

I myself still have a PS2 and haven't upgraded yet, I get along just fine. Most PS3 games are also still launched for PS2.
