And I'm working on a storyline and need legal advice.

Okay, in this we have a guy and a girl who are friends. The girl's parents are killed in a car accident, and she gets her one year old sister. She is in college and doesn't wish to be saddled with a kid, so she decides to let her friend and his partner adopt her sister.

Now, both are finacially stable, in a commited relationship. What steps, and what type of adoption, are we looking at. I've researched, but can't seem to figure it out, and I don't want to bother a lawyer or a help forum for a fictional problem.

Questions I have:
Would this be an independent or kinship adoption?
Will they have to go through the entire adoption process, like a couple without a child, or would this be treated like step-parent/second parent adoption since the girl has known her friend for a while?

Any ideas?

Basically it woudl be a private adoption, with the guardian of the kid agreeing to give permanent custody to the new parents. She'd sign away her rights in favor of the new parents, new parents would be granted rights. They wouldn't have to go through all the usual approval process, because that's when you're wanting a kid to get placed with you, not just adopting a kid with parental consent.
